TREASURER'S REPORT: Donations rec'd from Rudy Hanel, Bernie Peavey, Marcella Crowley, Jim Kunst, Peggy Mason, H.H. Dickson, and George Keller. As of 6/30/98 GRAA's account balance totaled $11,072.14. The balance is expected to take a drop this fall due to costs of publishing the new Membership Directory.
DIRECTORY UPDATE: Address changes, e-mail additions/changes, etc. should be sent to Bob Wilson for the up-date of the new Membership Directory. Bob Wilson has the neverending task of contacting the Mailroom, correcting labels, making monthly changes, etc. - Thanks Bob.

Enjoys retirement years with his wife Peggy, in the beautiful Shenandoah

HANEL: He and his wife, Iduna moved from Brecksville to Ann Arbor,
MI - lives close to daughter and family. Although life is quite pleasant there, misses old neighborhood and friends.

SKIP HOGAN: (Former GOES Member) Sends a comment concerning the
upcoming Trip to Myrtle Beach. "Hope y'all don't get lost on your
way to Myrtle Beach, SC- would hate for you to miss our beautiful
beaches, wonderful entertainment and 90 golf courses." (NOTE: Skip's
referring to the last Newsletter where Myrtle Beach was inadvertently located
in the wrong state sorry about that - at least we got your attention -
come and go with us)

VAN ALLEN: Recently, while conducting a Goddard tour, had the
pleasure of escorting Harry Goett's son, Andy and his son. Remembered places
were visited for which he expressed sincere pleasure.

a telephone call from Al Franta from his old home town of Crete, Nebraska.
Swapped tales about the RecCenter seemed pleased to
be reminded that he was one of the chief
reasons the Center came to be. A salute to Al - hope he visits us again
soon to enjoy more moments with us.

September, in St. Paul, Minn. - If any of his friends would like to contact

THANKS: During June & July, several retirees helped tackle a massive project. NASA HQ needed volunteers to go through thousands of photographs and gather info in order to create the first complete database of NASA's extensive photo collection stored at Goddard. Not only was that part of the job tough enough but the 93 file cabinets of photos had to be moved out of their space to a much smaller one. The deadline could not have been met without the great support of the following people: Pat Ratkiewicz (gave a whole month), Tom Huber, Roger Jenkins, Pete Burr, Elaine Montgomery, Annette Melcher, Ray Melcher, Elaine Bobbitt, Jim McClean, Marcie Hoffman, Bill Elsen, Ginny Wiseman, Evelyn Baumann, Charlie Tulip, and Carol Arkwright. Whether they could spend a few hours, a day, or a whole month - they helped make an impossible situation possible.
RESPONSE TO FRANK CARR'S SUGGESTION (See Last Month's Newsletter). Comments from H.H.Dickson "Excellent idea - should be supported within reason. GRAA officers cannot & should not be expected to arrange reunions. Considerable time and effort is required to schedule, assemble data and tend all of the items that need to be addressed. In addition, GSFC is nearly 40 years of age and has been projects, groups or classes that might desire reunions. Proposes an amended motion: 'GRAA should support the reunion of any exGSFC group that is prepared and willing to arrange a reunion. Such support to include announcements in the newsletters and cooperation with organizers of the proposed reunion. GRAA officers may establish guidelines and provide oversight of arrangements.' The reunion of his group, previously known as Code 532 Field Facilities Branch, was an enjoyable get together. It required postage, stationery, reproduction of notices and a lot of effort. There were less than 100 on the roster and yet it required the effort of a number of people. Eloise Tarter can tell you how much effort was required." (Comments are appreciated)
NASA's 40th ANNIVERSARY GALA: To celebrate NASA's 40th Anniversary, the AIAA National Capital Section is organizing a Gala event on Friday, October 2, 1998 at the National Building Museum. The events will include an international buffet, beer and wine, commemorative gifts, and a brief program. Dan Goldin has invited the President and Vice President to attend. It is anticipated that everyone who has been involved in the Nation's civilian space program since 1958 will be interested in attending. The cost is $75 per person--Alberta can fill you in on the details.
DR. JOHN FOULKE: Resident doctor at Goddard since the early 60's, will be leaving the end of July. Since we are late in announcing his July 30th reception in the health union, we would like to encourage any of you who knew Dr. Foulke, to send him a note, addressed to him, Attn: Gail Regan. FOLLOWING LTR REC'D RECENTLY FROM CHES LOONEY SUBJ: MILT ROSEN'S REMARKS. "I attended a part of a session entitled 'Focus on Space'. at the NRL Diamond Jubilee week of celebration to hear Milt Rosen's & Roger Easton's remarks. Milt's topic was the Vanguard Story & he told it beautifully and well. It began with a 15 min. video edited from work done last year by the History Channel and had shots of V2 and Viking failures and successes, Redstone Arsenal/Von Braun developments & the Vanguard story. There were shots at the Cape, at NRL, at White Sands, aboard the Norton Sound, and in several other field locations. Although it was extremely brief, I think I saw a scene showing the instrumentation & operation in one of our old Minitrack trailers. In his comments he mentioned Mazur (as a real tiger-chasing-defects in the Vanguard rockets as they were delivered to the Cape), Mengel, Al Jones, Baumann, Newell, Townsend, Hagen, & the group of 120 Vanguard members who went to Greenbelt to form the nucleus of GSFC & NASA. He stated his belief that these folks implanted the culture of learning from failure & persisting on to success that has made GSFC & NASA great in the field of space exploration. He said he was told that another name for rocket-work was Trouble. 'You had trouble yesterday, and if you don't have trouble today, you will surely have trouble tomorrow" when working with rockets. Milt reminded the folks at the meeting that there were three Vanguard satellite successes & that the first Vanguard satellite is the oldest man-made object in space & will be for thousands of years. He pointed out that the smaller the rocket, the more difficult it is to obtain escape velocity & that Vanguard was a fifth the size of the rocket Von Braun used to launch Explorer & a thirtieth the size of the Russian rocket that launched Sputnik (Don't hold me to those figures; I'm depending on memory, but I think they're correct). Milt reminded the audience that the extremely successful Delta project was started with a Thor first stage under the Vanguard second & third stages. W. Berg was given accolades by Rosen. I know Berg was in the Project, but wasn't sure just what he did. According to Rosen, Berg was a titan in dealing with the Martin company& their struggle with NRL for control of the Vanguard vehicle production. Milt considers the Martin company's fight & lack of understanding for the necessity (or even the techniques) of quality control as the paramount reason for the Vanguard launch failures.
Early on, Hagen committed to a once-a-month schedule for Vanguard deliveries to the Cape when Rosen knew the Martin company could not achieve that schedule with minimal-to-zero defects in the vehicles. Martin wanted to get the vehicles out of the factory (so they would get paid) and Rosen refused to accept them with the dozens of defects (cold solder joints and loose connections were mentioned as examples) for the guys at the cape to fix. Under pressure to hold to the schedule, Hagen named Berg as the party to accept the rockets & then came the failure on December 6,1957! it was at that point that Rosen said he learned the first rule of management: 'You delegated authority, but you cant delegate responsibility.' Although the failures were due to the Vanguard' s construction, Martin was not blames, but the Navy Project was! Milt mentioned the anniversary celebrations that were held every five years up to the last one (the 25th at Bolling) all of which he & Win Berg attended. He said just before Berg died (shortly after that 25th anniversary reunion). Berg asked Rosen to do what he could to set the record straight showing Vanguard as the success & birthplace of the space program that it really was. Milt Rosen ended his comments with the hope that his remarks fulfilled his promise to Berg to do just that.
It was a heartwarming commentary. Oh yes, Roger gave one of his slide talks allowing the slides to give most of the information. He addressed the developments leading to GPS & briefly described some of the other navigation programs which finally led to GPS. He mentioned Martin Votaw in his comments as one of the valued participants in this effort. NRL has now expanded into the warehouse, etc. area to the north & apparently owns all the land from what we knew as NRL to the Bolling housing development The place is sparkling & impressive. Building 60 (ex 15) is being gutted & refurbished. The walkway between buildings 30 & 42 still shows the scars of its impacts with trailers too tall to clear. The cafeteria coffee was good & the Blue Plains aroma pervasive. It was a treat to visit NRL once again. The web site for NRL is interesting & worth a visit (www.nrl.navy.mil).
